This is a metaphor for Chaplin who was lonely most of his life until he met Oona.
Actually I see it as a metaphor to Charlie himself. The chest/table thing is like Charlie. One part is open to the world, another part is forever closed.
Actually, that's what we all look like today, except it's laptops instead of radios we are staring at.
