Chaplin witnesses water rescue

I've had this photo in my collection for a few years and never knew the story behind it. I think I finally found it.

    How sad that people were laughing as rescuers were attempting to retrieve the poor overweight individual.

      Wasn't that awful? It's bad enough that he was trying to kill himself.
